The 2025–2029 Strategic Plan is anchored in six priority areas that reflect national development goals and global commitments such as the SDGs and the African Union Agenda 2063. The strategy promotes inclusiveness, accountability, and sustainability in public financial systems.

Capacity Development & Research

  • Training CSOs, women’s groups, media, and state actors on PFM.
  • Researching tax, public debt, gender budgeting, and audit accountability.
  • Creating platforms for citizen-state engagement.

Tax and Revenue Generation

  • Advocating for simplified, progressive, and fair tax systems.
  • Strengthening revenue monitoring and promoting compliance in the extractive industry.
  • Supporting policy dialogues and climate finance taxation initiatives.

Citizens’ Participation, Transparency & Accountability

  • Mobilizing communities, especially women and vulnerable groups, to engage in budget processes.
  • Promoting people-centered budgeting through community hearings and media campaigns.
  • Monitoring procurement processes for fairness and inclusivity.

Gender Mainstreaming in PFM

  • Supporting gender-responsive budgeting and procurement.
  • Building the capacity of women entrepreneurs to access public contracts.
  • Advocating for gender macroeconomic policies and inclusive legislation.

Audit and Public Debt Accountability

  • Simplifying audit reports for public understanding.
  • Tracking implementation of the Auditor General’s recommendations.
  • Promoting debt transparency through research, campaigns, and stakeholder engagement.

Organizational Development and Resource Mobilization

  • Strengthening BAN’s internal systems, staff capacities, and visibility.
  • Expanding fundraising efforts and partnerships to ensure financial sustainability.
